Local means something nearby. In this instance I would take it as a driver familiar with the area. As an occasional taxi user in the midlands I prefer a driver with local knowledge. Following a sat nav doesn't always work to the users advantage.

How come muslims can tell people to take another cab if they are uneasy in a muslim cab with muslim flags and stickers; or make a stupid bus driver throw out a couple with their autistic child for singing Peppa Pig's song?
