1 - Ekhurleni management overall seems to be incompetent and seems to not be able to strategically plan their way out of a brown paper bag
2 - Lack of refuse removal presents health risk
3 - Water; Streetlights; Roads; Electricity; Parks; Refuse; Client Services; Calldesk; Waste transfer stations - none of these things seems to work properly.
4 - Staff at waste transfer stations seems more concerned with getting the items with recycling value of your bakkie/trailer before anyone else; generally at the top of their voices and generally seeming to have a disagreement about who gets to take what. Nothing appears to be done about keeping the yard clean or controlling the terrain; or even; managing the flow of bins. It is a stark contrast to the general experience about two years ago where trucks were servicing the bins regularly; there seemed to be purpose and flow; and the terrain as well as the approach to the waste transfer station behind Verwoerdpark seemed to be neat. My guess there was a change in management with a political appointee put in place to keep a chair warm. If the backoffice processes is as decrepit as public face of this function this service is neck deep in waste :)

Not only don I have to take my own refuse bags to the dump due to three of my bins being stolen, and refuse trucks refuse point blank to load the bags, but I cannot take them because the landfills are closed!
