Allow adoption of all traveling and Virtual caches

This is a petition to allow the transfer of all traveling caches now and into the future and to include the adoption of the 50 State Traveler (GC4241). Traveling caches are an important part of the history of Geocaching and have been enjoyed by older and newer catchers alike. We would like to see that these caches are preserved as part of that history. From time to time different events, such as death, sickness, and other reasons can keep a cache owner from continuing the maintenance that it takes to keep these alive. With transfer and responsible maintenance, we as a community can keep these going for not only years, but decades. 

We ask that Groundspeak please, reinstate 50 State Traveler (GC4241) and allow the adoption of the traveling caches from this point on. As an added request, we ask that Virtual caches be allowed the same consideration.
