Contact number on vehicle

Parking has always been a problem in India, sometimes because of the drivers and mostly because of the space constraints. In leau of this I would like to ask the government to make a rule to ask the vehicle owners to stick their personal mobile numbers on their vehicles mandatorily. This would not only give access to the owner in case of an emergency but would simultaneously help others in the parking lot to take out their vehicles which are stuck up due to the owner's irresponsible parking. In case of privacy concern of the elite lot they can provide the number of their drivers who are driving the car.
