Allow small private businesses to terminate long leases
Small businesses which are not viable and are stuck in long leases should be able to surrender their lease on reasonable notice without openalty.Those particularly affected are elderly people who have shops which have seen massive increases in overheads and who cannot make a profit but can only hope to pay most of their overheads and are forced to carry on working and getting further into debt.
