Formal Notice of Maintenance, Safety and Management Concerns – Eldo Lakes Estate

We, the undersigned residents of Eldo Lakes Estate, hereby submit this letter as a formal notice of ongoing maintenance, safety, and management failures within the estate. These issues have been raised informally on multiple occasions without resolution and now require immediate, documented intervention by the Homeowners Association.
The matters outlined below constitute material neglect, compromise resident safety, erode the aesthetic and functional standards of the estate, and directly impact property values.
1. Security and Access Control Failures
The biometric gate access system has been non-functional for a period exceeding two months. This represents a serious security breach and places residents at unnecessary risk. In addition, the entrance infrastructure and access technology are outdated, visually deteriorated, and inconsistent with the standards of comparable estates in the surrounding area.
2. Road Infrastructure and Surface Failures
The internal estate roads require complete resurfacing by a professional roadworks contractor. Roads are currently patched in multiple sections, resulting in uneven and unsafe driving surfaces.
The cul-de-sac tar is of exceptionally poor quality; during hot weather it becomes sticky and soft, posing a risk of damage to resident vehicles and tyres. This condition is unacceptable within a managed estate and requires urgent corrective action.
3. Neglect of Children’s Play Areas and Common Property
The estate park is visibly neglected. Grass is dead, sandy, and poorly maintained, while jungle gyms and play equipment are in disrepair and present a potential safety hazard to children. These facilities have not been repaired, repainted, or meaningfully upgraded for an extended period.
Additionally, the park lacks basic amenities such as benches, braai facilities, or sporting infrastructure that are standard in estates within a similar levy bracket.
4. Landscaping, Green Areas, and Environmental Mismanagement
Landscaping throughout the estate is substandard. Gardens and green areas are poorly maintained, over-cut, and appear to be deteriorating rather than thriving. Plants and grass show signs of neglect and improper care.
Furthermore, estate grass cuttings and tree debris are being dumped behind houses and against the estate wall, accelerating deterioration of boundary structures. Green waste is not being disposed of at the municipal dump, as required, reflecting poor environmental and operational management.
5. Visual Degradation and Poor Enforcement of Estate Rules
Residents are openly hanging washing on balconies, carports, and other public-facing areas. This practice is not permitted in any well-managed estate, significantly detracts from the visual standard of Eldo Lakes Estate, and creates a perception of neglect.
Estate management has failed to adequately enforce conduct rules or educate residents regarding acceptable standards, resulting in unchecked behaviour that undermines the estate’s image and property values.
6. Deterioration of Buildings and Structures
Townhouses, houses, apartments, storage units, and garages across the estate are in visible disrepair. Walls are dilapidated, peeling, and affected by damp in multiple areas—some worse than others.
These structures require urgent refurbishment, repainting, and remedial damp treatment to prevent further degradation and long-term structural damage.
7. River Entrance and Boundary Neglect
The entrance to the river area is in a disgraceful condition and requires immediate maintenance. The adjacent wall is a significant eyesore and has been neglected to an unacceptable extent. This area should be an asset to the estate but currently reflects severe neglect.
8. Misuse of Estate Resources
Estate gardening equipment is reportedly being used by estate gardeners for private work within the estate after hours. This practice is unacceptable, leads to accelerated wear and tear of HOA-owned equipment, and reflects poor oversight and control of estate assets.
9. Waste Management and Cleanliness
Refuse is frequently left outside homes and outside designated bin areas. Roads are not regularly cleaned, contributing to an untidy and unhygienic environment. Waste must be placed strictly within bin areas, and estate roads require consistent cleaning and monitoring.
10. Disproportionate Levies vs. Services Rendered
Levies at Eldo Lakes Estate are higher per household than those of surrounding estates, yet the quality of maintenance, security, and communal services is demonstrably lower. This raises serious concerns regarding the allocation, prioritisation, and oversight of levy funds.
11. Inadequate Estate Management and Oversight
The absence of a full-time, on-site estate manager has resulted in poor supervision, delayed responses, weak rule enforcement, and a lack of accountability—contributing directly to the ongoing deterioration of estate standards.
Formal Demand for Action
Residents hereby demand that the HOA provide, in writing:

A detailed and itemised remedial action plan addressing all issues listed above

Clear timelines for repairs, refurbishments, enforcement actions, and upgrades

Full transparency regarding how levy funds will be utilised

Immediate steps to strengthen on-site management, supervision, and rule enforcement
Attached to this letter is a petition signed by residents in support of these demands. This correspondence should be treated as a matter of urgency.
Failure to address these concerns within a reasonable timeframe will leave residents with no option but to pursue further remedies through formal dispute resolution and regulatory channels.
We expect written acknowledgment of this notice and a substantive response outlining corrective measures.
