A community request to Circle Mall & Nakheel
Jumeirah Village Circle is home to a large and growing community of pet owners. For many of us, our dogs are part of our everyday lives — we walk with them, meet friends with them, and plan our weekends and outings around places where they are welcome.
As residents and customers of JVC, we would love to see Circle Mall become a more pet-friendly destination by allowing dogs inside the mall under clear and responsible guidelines.
We are not asking for unrestricted pet access.
We are proposing a controlled policy where dogs may enter Circle Mall provided they are:
- Kept on a short leash and under their owner's control, or carried in a pet carrier/bag
- Well-behaved and appropriately registered/vaccinated
- Accompanied by owners who take full responsibility for cleanliness, behaviour and any damage
- Restricted from areas where pets cannot be permitted for hygiene or regulatory reasons
Individual shops, cafés and restaurants could remain free to decide whether dogs may enter their premises, with simple Pet Friendly signage identifying participating businesses.
Why Circle Mall?
Circle Mall sits at the heart of a residential community with a significant number of dog owners.
At the moment, residents walking their dogs often have to choose between returning home before visiting the mall or travelling to other pet-friendly destinations in Dubai.
Allowing controlled pet access could make Circle Mall even more connected to the community it serves while potentially increasing footfall, visits to cafés and restaurants, retail spending and the amount of time residents spend at the mall.
It would also allow Circle Mall to distinguish itself as one of Dubai's genuinely community-focused neighbourhood malls.
Start With a Trial 🐶
We understand that management must consider hygiene, safety and the comfort of visitors who may not be comfortable around dogs.
For this reason, we propose that Circle Mall and Nakheel consider a 3–6 month Pet-Friendly Pilot Programme rather than an immediate permanent policy change.
During the pilot, management could introduce clear rules, designate participating retailers, monitor feedback and complaints, and evaluate whether responsible pet access can work successfully.
If necessary, additional measures could include designated entrances, pet-friendly zones or specific guidelines regarding dog size and handling.
Our Request
We respectfully ask Circle Mall and Nakheel management to meet with representatives of the JVC community and consider introducing a controlled pet-friendly policy or pilot programme at Circle Mall.
We believe responsible pet ownership and a clean, comfortable shopping environment can coexist.
Let's make Circle Mall a place where the whole JVC community feels welcome — paws included. 🐾
