Petition to improve service delivery in the Walter Sisulu Municipality District

WE, the residents of Aliwal North - Walter Sisulu Municipality, hereby demand you,

Me F Ntlemeza, as the Municipal Manager to:

1. improve the quantity and quality of municipal services to the people in the areas of access to water, sanitation, electricity, waste management, roads and disaster management,

2. optimize revenue collection and improve billing, customer care, indigent and credit-control policies,

3. work towards sustaining “clean” audit outcomes,

4. improve public participation and communication including effective complaint management and feedback systems,

5. ensure that a staff audit is done immediately and that all staff is placed as was envisaged with the amalgamation -process. To ensure that the expenses paid on the staff complement are in line with treasury guidelines,

6. immediately implementing the Financial Recovery Plan and the recent council decision regarding ring-fencing and separate bookkeeping of electricity collections and payment and monthly progress reports being made available to stakeholders on request,

7. speedily ensuring that the revitalizing of the Aliwal Springs be taken away from JOGEDA and transferred back to the municipality,

8. ensure that the corruption and fruitless expenditure at the Aliwal Springs and Sauer Park is investigated. At the very least to ensure a forensic audit is effected and the perpetrators brought to book,

9. to ensure that immediate action is taken in rooting out any irregularities in the Housing department,

10. immediately enter into the signing of an Agreement with Eskom and negotiating for an increase in the NMD for Aliwal-North. In this regard vigilantly pursue the option of amalgamation of the NMD of WSLM by diverting unused NMD of other towns within WSLM to Aliwal North,

11. immediately and effectively stop ALL illegal electrical connections and to hold ALL the perpetrators accountable for outstanding arrears and to take legal action where necessary without fear of favour,

12. ensure that representatives of ANRA and MBF are notified of and represented at meetings and negotiations between Eskom and yourselves.

That you respond within 10 working days of your intended actions regarding each-and every demand separately as outlined above, failing which we reserve all our rights in this regard.
